SASO IECEE Recognition Certificate (CB Scheme) for Saudi Arabia

For specified electrical and electronic products entering Saudi Arabia, manufacturers must obtain an SASO IECEE National Recognition Certificate. The Saudi route is built on the international IECEE CB Scheme, using an accepted CB Test Certificate (CBTC) and CB Test Report (CBTR) together with Saudi national differences and additional product requirements.

Quick Summary

AT A GLANCE

SASO IECEE Recognition, Briefly

The IECEE CB Scheme is the international testing and certification framework for electrotechnical products. For products included in Saudi Arabia’s mandatory IECEE scope, SASO requires a separate National Recognition Certificate based on an accepted CBTC and CBTR, together with Saudi national differences and applicable local requirements.

The CB certificate is therefore the technical foundation — not the Saudi market certificate itself.

On this page, you’ll understand the following:

  • Which products require SASO IECEE recognition
  • CBTC/CBTR vs Saudi National Recognition
  • Saudi national differences
  • Documents and prerequisite approvals
  • How IECEE connects with SABER, CST, G-Mark, and other Saudi requirements
Overview

Overview How does it work?

IECEE CB Scheme vs SASO National Recognition

The Saudi IECEE route has two connected layers.

International evidence

1. IECEE CB Scheme

The international CB Scheme provides standardized electrotechnical test evidence.

Testing is performed through an accepted CB Testing Laboratory (CBTL), producing a CB Test Report (CBTR). An accepted National Certification Body (NCB) issues the corresponding CB Test Certificate (CBTC).

Together, they demonstrate testing against the applicable IEC standard.

Saudi recognition

2. SASO IECEE National Recognition

Saudi Arabia then applies its recognition process.

SASO reviews the CB evidence together with:

  • Saudi national differences
  • Current Saudi/IEC standard editions
  • Manufacturer and importer declarations
  • Saudi plug requirements where applicable
  • Labeling and Arabic manual requirements
  • Energy-efficiency evidence where applicable
  • CST approval where applicable
  • Other product-specific Saudi requirements

Once the requirements are satisfied, the SASO IECEE National Recognition Certificate is issued.

Important Scope Note

The wider IECEE CB Scheme covers many more types of
electrical and electronic equipment. However,
Saudi mandatory National Recognition applies to the
product scope published by SASO.

Applicability should therefore be confirmed before
testing or shipment.

CBTC / CBTR VS SASO IECEE

What Is The Difference?

CBTC and CBTR provide the international technical evidence,
while SASO IECEE National Recognition applies that evidence
to Saudi Arabia’s recognition requirements.

THE SIMPLEST WAY TO UNDERSTAND

CBTC + CBTR prove the product was tested.
SASO IECEE Recognition confirms that this
evidence also meets the Saudi recognition requirements.

*

SASO itself defines the Recognition Certificate as a Saudi
certificate based on IECEE test evidence while taking
national differences into account.

How It Connects

How Does IECEE Recognition Connect with Other Saudi Approvals?

IECEE Recognition is just one part of the Saudi conformity landscape.

Technical recognition layer

SASO IECEE Recognition

May connect with additional product, telecom, energy, Gulf, and quality-mark requirements.

Product and shipment conformity

SABER

For applicable products, the IECEE National Recognition Certificate can form part of the product-level conformity route identified in SABER. Product registration and shipment conformity requirements may still continue through SABER according to the product and HS code.

Wireless and telecommunications

CST

Wireless or telecommunications equipment may also need CST approval. SASO specifically asks for CST conformity evidence where the product requires it as part of the IECEE Recognition file.

Performance and labeling

Energy Efficiency

Products covered by Saudi energy-efficiency requirements must provide the applicable certificate and label before or alongside Recognition.

Gulf conformity route

G-Mark

Some low-voltage electrical products may also fall under a Gulf Technical Regulation. In that case, suitable CB evidence may support the technical assessment, but G-Mark remains a separate Gulf conformity route.

Saudi quality-mark route

Saudi Quality Mark

Where SQM applies, SASO’s SQM process can also require the IECEE Recognition Certificate as supporting evidence.

Documentation

Documents Required for SASO IECEE Recognition

The exact file depends on the product, but the core requirements are substantial.

Saudi Applicant & Declarations

  • Valid Saudi Commercial Registration
  • Industrial registration where the applicant is a manufacturer
  • Manufacturer Declaration of Conformity
  • Importer Declaration of Conformity
  • Required SASO undertakings and declarations

Product Documentation

  • Product photographs
  • Product dimensions
  • Rating label / marking plate
  • Brand and exact model numbers
  • Country of origin
  • User/instruction manual in Arabic, or Arabic and English
  • Safety instructions where applicable

IECEE Requirements

  • CB Test Certificate (CBTC) from an accepted NCB
  • CB Test Report (CBTR) from an accepted CBTL
  • Base test report and applicable amendments
  • Evidence against the latest applicable standard/edition
  • National-difference test evidence where required

Additional Saudi Requirements

  • Plug compliance with SASO 2203
  • Energy-efficiency certificate and label
  • CST conformity certificate
  • USB-C test evidence to applicable SASO IEC 62680 standards
  • Other product-specific regulatory evidence

The Saudi Layer

Saudi National Differences & Additional Requirements

The CB Scheme gives countries a common IEC testing foundation, but Saudi Arabia can apply national differences.

Technical review

Saudi National Differences

These may include requirements covering the following:

  • Plug and socket configuration
  • Saudi-adopted standard editions
  • Marking and rating information
  • Product safety details
  • Other Saudi-specific clauses

For example, SASO requires applicable product plugs to comply with SASO 2203.

Separate approval routes

Additional Regulatory Approvals

It is important to separate national differences from other regulatory approvals.

A CST certificate or energy-efficiency label is not simply another clause inside the CB report — it is a separate Saudi requirement that may also need to be completed.

Report age and validity

Older CB Evidence

SASO requires additional declarations where the test report is more than three years old and may request updated evidence where the product or standard has changed. Its current granting program may also require additional documentation or new CB evidence when older reports no longer support current requirements.

Timeline & Cost

How Long Does SASO IECEE Recognition Take?

SASO currently lists 5 working days for the Recognition service once all application requirements are fulfilled.

SASO service time

5 Working Days

The service period applies after the Recognition application is complete and all required technical and administrative evidence has been provided.

Before submission

The Full Project Can Take Longer If

  • New CB testing is needed
  • National-difference testing is missing
  • Existing CB evidence needs updating
  • CST or energy-efficiency approvals are outstanding
  • Documentation or model information needs correction

Certificate term

Certificate Validity

1 year
3 years

Current SASO Recognition forms and program documentation provide for one-year or three-year certificate validity, depending on the applicable granting route.

Quotation inputs

Cost Drivers

Cost depends on the following factors:

  • Whether valid CBTC/CBTR already exists
  • New CBTL testing
  • National-difference testing
  • Number of models
  • Recognition term
  • Linked CST, energy efficiency, SABER, or other Saudi requirements

Common Mistakes

Common SASO IECEE Mistakes

Avoid these common issues before submitting a SASO IECEE National Recognition application.

  1. Confusing the CB Certificate with Saudi Recognition

CBTC/CBTR are the technical foundation; they are not the Saudi National Recognition Certificate.

  2. Assuming IECEE Recognition Replaces SABER

Recognition satisfies the IECEE requirement, but other Saudi conformity and shipment steps may remain.

  3. Model Mismatch

The model on the CB certificate/report must align with the Recognition application and product marking.

  4. Missing Saudi National Differences

IEC testing alone may not cover all Saudi-specific requirements.

  5. Old CB Evidence Without the Required Update Review

Reports older than three years may require undertakings or updated supporting evidence.

  6. Missing Prerequisite Approvals

CST, energy efficiency, USB-C, or other requirements may need to be completed for applicable products.

  7. CB Evidence from an Unacceptable NCB/CBTL

The certificate and report must come through accepted IECEE bodies.

  8. Assuming G-Mark Automatically Follows IECEE

G-Mark is a separate Gulf conformity route and applies only where the relevant Gulf regulation requires.
